William Espinosa

William EspinosaMr. Espinosa was for many years Counsel in the Washington office of the international law firm of Pillsbury Winthrop Shaw Pittman and its predecessors. His practice there included government procurement matters, with particular attention to international contracting issues and intellectual property. His corporate practice was also internationally focused,emphasizing export transactions, joint ventures, project contracts and finance, and petroleum related trading and shipping. At the same time, he served as Counsel to a large nonprofit organization that advocated for children’s rights.

Earlier in his career, Mr. Espinosa spent several years at the Agency for International Development where he served on an inter-agency working group that managed security assistance legislation. He served as the legal advisor to the US delegation in the establishment of the multi-billion dollar International Fund for Agricultural Development (IFAD) and to a large earthquake reconstruction program.

He also served as a director and Executive Vice President of the Foundation for Global Broadcasting and had production roles in several international, educational telecasts. He has authored or coauthored numerous publications and spoken at professional conferences in the U. S. and abroad on topics such as the World Trade Organization Agreement on Government Procurement and the Iraq Reconstruction Program.

Mr. Espinosa is also the author of the recently published climate-fiction thriller, Warming!
